What is wrong with my Volume Shadow Copy Service?

I am getting backup exec errors about VSS on a server and am told to check the event viewer. I am getting Event ID 12289 (error below). When I run VSSADMIN LIST WRITERS I get no list (output below). The VSS Service is running. What is going on and how can I fix this?

Thanks!

Try to run the attached batch file.

Rename the file extension to .bat and run the batch. Go to start > Run and type services.msc and check volume shadow service, start it and set it to automatic.
