Change language for windows mobile 6.1

Hello,
I have the Samsung SGH-i900V (omnia), it has the window mobile 6.1.
The system language is in french, i changed from the settings to English, but everything stayed in french!
Anyone can tell me please what to do to have the windows 6.1 in English on the phone.

Its not built in. You need a Language specific Rom. Usually an update from verizon can do the trick but i cant seem to find any.

Or you can go with a Cooked rom but that will void your warranty or Brick your device.

what is a Language specific Rom, it's a hardware or a software?
i found on the samsung forums for the UK, that you can change to english if your phone is from Netherlands, but i still don't know if i can do it if it's fro France.
