automating sql stored procedure and dts

Is it possible to run a stored  and a dts package from a command line or is there another way to start these? I don't want them started at a scheduled time, just triggered to start, say from like running a batch file.

can I start a dts package from a sp? (I don't have permission to run xp_cmdshell)
