reset msconfig options from command line

We have a number of users using msconfig to stop software that we need to run from running (They think it gives them a quicker boot up)

Is there a way to reset msconfig (From the command line) so that it reverts to a normal starup - and also to then to deny them access to running it again

Why dont you use a Login Script to start all the programs which you need to start at boot..
you can use a GPO to restrict access to specific tools..

The users concerned are roaming engineers who log on with cached profiles whilst they are out on the road (World wide travellers). It is software like antivirus they are disabling as well as windows services they dont "Think" they need. The end result is they miss out on updates and patches when they do log onto the domain, also it has recently stop work we are doing to deploy software to them remotely.

Also we are a huge international organisation and getting changes made to the logon scripts mean change managment which is unweildly at best.

Ok.. then you might want to check this option..
Restrict Programs to run:
HKEY_CURRENT_USER\Software\Microsoft\Windows\Current Version\Policies\Explorer\DisallowRun
create String value with any name, like 1 and set its value to the program's EXE file.
e.g., If you want to restrict msconfig, then create a String value 1 and set its value to msconfig.exe. If you want to restrict more programs, then simply create more String values with names 2, 3 and so on and set their values to the program's exe.

you could Create a GPO to push this registry setting to all your client machines.
