I'm trying to figure out if I can use TACACS+ (as opposed to RADIUS) to support Juniper, Alteon and Cisco network gears (obviously the latter will work), and UNIX, Linux, Solaris, and Windows OS's. Thoughts?

Juniper products that run JUNOS can definitely do TACACS+, but ScreenOS (SSG firewalls) and IVEOS (SSL VPN) products cannot.
