voice mail tab not appear

Someone can help me

I have a user who has Outlook 2007,  will not see the voice mail tab in tools options.
The user has Outlook 2007 and unified message options in enabled in exchange server 2007

than for your help

my problem was i have delivery to may pst file, i changed to delivery in mailbox server and everything work fine
