Try this idea

Add a formula to the group header
WhilePrintingRecords;
Gobal NumberVar GroupRecordCount;
GroupRecordCount := 0;
''

In the detail section add a formula
WhilePrintingRecords;
Gobal NumberVar GroupRecordCount;
GroupRecordCount := GroupRecordsCount + 1;
''

In the section expert
Click the DETAIL SECTION
Click the formula button to the right of NEW PAGE AFTER
WhilePrintingRecords;
Gobal NumberVar GroupRecordCount;
GroupRecordCount = 17;

Did you get it.

Display the field explorer
Right click FORMULAS
Click NEW
Give it a name
Enter the formula
Click SAVE AND EXIT

Drag it from the FIELD EXPLORER to the report just like any other field
