Level horizon Photoshop Elements 7

In CS3 and CS4 its pretty easy to make the horizon level:
use the ruler tool
draw a line across the horizon
use the Image, Image Rotation, Arbitary and it automatically calculates the correct angle

Is there a similar option hidden away in Elelments (I cant even find the ruler tool!)

OK Got it - the've called it the "straighten tool"
