Outlook 2007 Email delay process

I have two Exhcange servers running Exchange 2007.  One of my end users is attempting to setup a Email so that it's delayed for  3 hours before sending.  She did this yesterday, created the Email and set it to be delivered in 3 hours then she closed Outlook and went home.  In the morning the Email was still in her Outbox.  Why did this happen?  This is a very critical feature that we need to work as advertised.  Anyone else seen this issue?

Is Cached Exchange Mode Turned On on this users PC?

To check go to Tools>Account Options>
Open the User Account Details
Right under Exchange Server name is an option, "Use Cached Exchange Mode"

Outlook needs to be running at the appointed time for the message to be sent if you use a POP3, IMAP or cached Exchange account.

Thanks Apache...the application was not running at the time.  You are correct....Outlook must be running for this procedure to work!
