Problem sending email using Outlook with optonline.net when using Verison Mobile Broadband internet connection

I have an email account with optonline.net
Email works fine when I am connected to Internet at home.
However, when I use mobile broadband internet connection with Verizon Wireles, Outlook receives emails ok, but it cannot send any emails. I don't get any errors. Does anyone know how to fix this?
Below are my settings for the email servers.
Incoming mail server: mail.optonline.net
Outgoing mail server(SMTP): mail.optonline.net
