Is there anyway with a formula or built in function to create a field that will display the date/time of when the data was refreshed on a report?

Data Date and Data Time from special fields might be what you are looking for.

There is a special PrintDate field.  It will reflect when it was printed.  Assuming the report gets the data when printed it should show what you want.

You could combine them in a formula or a single text box

As a formula:
DataDate & " " & DataTime

For a text box, drop in DataDate, type a space then drop in DataTime.  You'll be able to format the date and time portions individually if you need.
