I can't use expdp because certain things for it are not set up.

So I am trying to use exp.  The command I am using is this:

  exp pitt/******** parfile=export_budget.par

And the error I am receiving is this:

Export: Release 10.2.0.3.0 - Production on Fri May 8 09:54:47 2009

Note: constraints on tables will not be exported

So, what is wrong?!?!

To all:
I have found that using only 2 tables in the tables list does not produce the error.  It works!
How ridiculous can you get!!!

Tried your parameter file on our 10g system (10.2.0.4.0) and it worked fine with 22 tables listed.

Have you tried increasing the number of tables in the list or does it always fail after the 2nd.  Have you tried changing the sequence of tables in the list - shouldn't make any difference, but you never know!

Milleniumaire:
I found out what the deal was!!!
It turns out my user gave me the wrong table names after the first 2.  So correcting that should and will correct the issue.
I had to take it down to 1 table to get an error message that actually made sense:
EXP-00011: PITT.BUDGET_ACCOUNTS_DETAILS does not exist

It would certainly help if it told me that from the beginning!!!!!

Why can not you use Data Pump?

To try to fix your current situation:
1. Check if the Catalog is upgraded to 10.2.0.3

2. try without this parameter
    direct=y
