How do I format CSV output in CA Unicenter?

A friend is asking me how to change the format of a CSV output file coming from CA Unicenter.  Does anyone know how to do this?

By its' very nature CSV output is unformatted apart from that which characterizes CSV output i.e., commas and (sometimes) inverted commas.  There are three ways to change this:-

(1) Get Unicenter to output it in a different format.

(2) Use a program such as Excel or OpenOffice Calc to reformat it, possibly using startup macros to hide the formatting procedure from the end user.  

(3) I frequently write bespoke "front-end" programs which do precisely this using a compiled program language (I use Delphi) - which method is less susceptible to being broken by ad hoc amendments, and enabling far more rigorous validity checks to be made on the data parsed from the CSV.

Option one that you listed is exactly what I am asking.

     How is this done?

Also, to clarify the question more, is there a way to change what Unicenter reports in the CSV file?

Maybe change the format was the wrong question, what I should have said was "Adjust what is reported in the CSV output?"
