Data driven multilingual web site

My team is designing a multilingual ASP.NET 3.5/2,0 web site of which all presentation controls should ideally be maintainable by non technical staff, including user menus, dropdown/ textbox labels, and message text. Based on what I have found, these are pieces that can be filled from XML files stored in various ASP.NET folders. My challenge is find all those pieces and organize them in backend tables. Please advise with your expertise. Any help is greatly appreciated. Thanks.
