Ghostscript is either used to display PDF or Postscript, or to convert Postscript to PDF.

Ghostscript is an application, PDF is a file format. Or, are you asking for the difference between PostScript and PDF? In that case, one is device specific (PostScript), and the other is not (it's the Portable Document Format, PDF).
Without knowing how exactly you are using Ghostscript in your PowerBuilder app, it's impossible to give you any more detailed advice. Ghostscript can be used to either go from PostScript to PDF, or from PDF to PostScript. Acrobat can do both, but it depends on whether you want to ship Acrobat or rely on Acrobat already being installed on your target system if you can use it. ALternatives to GS again depends on how you are using it. XPdf would be one.

PB is using it to distill the postscript to PDF using this method. There is another method using java drivers.

http://infocenter.sybase.com/help/index.jsp?topic=/com.sybase.help.pb_10.5.dwref/html/dwref/CHDDAFHF.htm

Deployment requirements
If your application uses the distill method, you must distribute the GNU Ghostscript files and default PostScript printer driver and related files (if using the default printer) with your application. If your application uses the XSL-FO method, you must distribute Apache FOP files and the Java Runtime Environment (JRE) with your application. For more information, see the chapter on deploying your application in Application Techniques

You think PB can somehow use Acrobat. I think you need Acrobat professional anyway which is not free.
Is ghostscript really messy?
