OpenVPN  error

Trying to load OpenVPN server and I recieve error message: Can not open C:\Program Files\OpenVPN\easy-rsa\keys\dh1024.pem for DH parameters: error: 02001003: system library: fopen: No such process: error: 2006D080: BIO_new_file:no such file

The file seems not to exist in that directory, or file permissions are missing.
