Wins server can't setup on Windows 2003

This is a single DC windows 2003 AD Domain. Wins server was setup and run in this DC, but recently, it failed. Even that I uninstall, reboot the system, and then try to re-install again, it failed.

Pls see the attached document for details.

Best way to troubleshoot windows base services is to look for entries in the eventlogs (system and application log).
