Cisco CME 3.1 generates no dial tone to IP Phones

Hello Experts, I am preparing for my CCVA exam and I have a lab set up which I have a Cisco 3640 router running Cisco CME 3.1 and 2 Cisco 7940 IP phones. Both phones register with the CME and download their necessary firmware and configuration files but I get no dial tone what so ever on either phone. I am thinking there is a file that I don't have available for the phones to pull the files from the tftp server or something of that nature. I have checked the knowledge base as well and I didn't come across a viable solution. Any advice or guidance you could give would be great. Thanks for your time.
