How do I get IE to unflag my website as a suspected phishing site?

I assume that your site does not appear red, but "yellow', which means "suspicious". Microsoft says about this.

See this Microsoft Help File about this.

"A suspicious Web site has some of the typical characteristics of phishing Web sites, but it is not on the list of reported phishing Web sites. The Web site might be legitimate, but you should be cautious about entering any personal or financial information unless you are certain that the site is trustworthy."

However, most people probably don't know the difference and its not good to have to begin with.

Ask them for the phone number of the department responsible for issues regarding the MS Phishing Filter from a webmasters point of view and not from the consumers.

Also check what Google and Yahoo return in the search results for listings of your website.  There might be flags as well. Yahoo for example uses McAfee's Site Advisor data http://www.siteadvisor.com/

You might got flag there too. I also would not be surprised, if MS uses data from SiteAdvisor or similar services for their anti-phishing filter feature.
