Setup Distribution List with restricted permissions

Running Windows Servers 2003 and Exchange 2003. And clients running XP and Office 2003.

I have a couple distribution lists that have limited permissions set for email to be sent to them.  I usually have to get our CEO or CIO to give me the ok to add a user to the allowed list.  Is there a way I can have something setup so when someone sends an email to managers@company.com and the CEO or whoever will get an email and have to release that dist. list email to be released?

There is no moderation functionality in Exchange 2003. That is new to Exchange 2010.
You can sort of achieve it using public folders and hidden groups, but it is a bit clunky.
