How to enable the properties view in SQL server reporting services

I am trying to connect to SRS so I can upload some reports.  The web page appears but it only shows the home page without the ability to configure data sources, upload .rdl files (reports) etc.  Basically I cannot do anything on this page.  I have checked security permissions in several different places....the web site, web site home directory, reporting server UI (SQL management studio). Any ideas?

Can you send the screenshot of the home page? That would make it easy for me to troubleshoot

It appears that resetting the IUSR password fixed the issue for users in the same domain with admin rights.  However I am still having issues with users from other domains.  It is almost definitely a permissions issue.  I will handle it from here.  Thanks
