Exchange server 2003 won't let me create any new mailboxes

Hi all,
After updating my windows 2003/exchange server 2003 box a couple of weeks ago i have been seeing a weird error in my event logs every night at around 2am.
Event ID - 1233     sourse-MSexchageIS
An error occured
Function name or description of problem:
ScHasServerExpired returned error
Error: 0x6b6

Now today i went to create 2 new accounts and for some reason i can't login to the mailboxes. I can login to the new user accounts but when i check i can see there is now email addresses populated for the new users or mailboxes created under system manager.

I can't see anymore events in event veiwer to help me see what the problem is?

Any ideas?

Windows 2003 SP1 and Exchange Server SP2. (exchange running on the DC)

Can you enable logging on MSExchangeIS and is there any 9646 or 1025 event id's.
Are all theother users working fine?
Are we able to browse through OWA?

I will enable logging to see if i get those errors you say:

All other users are working without issue

OWA seems to be ok too!

By the way is there any particular MSExchangeIS objects to enable logging on? There seems to be quite a few in regard to MSExchangeIS. For now i have enabled the general object at a medium level. Nothing so far.
The only other event i can see is a reference to a disabled user not having a SID.

Did you enable logging on MSExhangeTransport?
The mails that are stuck in the queue are they for some specific user or random?
Is this by any means a SBS?
You can also try taking a LDP dump of a bad and good user and verify the difference.

The transport option is not enabled i can do that today.

There are no messages stuck in the Queue....as i say all mail seems to be flowing for all current users at present. It just i can't create new mailboxes. The box is not SBS, however Exchange is installed on the DC. The new user accounts created are ok its just that there is now email address information in there.

Ok an update.....seems i forgot to check the obvoius. Was so focused on this event that i didn't check all the running exchange services. Seems the Exchange system attendent service was not running. Started it and mailboxes have now been created.

Will check later to see if the other event shows up again

Humm were you trying through OWA and if SA is not started IS wont be started as IS is dependent on SA. So the stores would be down. No idea how would the other users woking !!

Yeah...i know, but it was how it was. I went to check the services this morning and it was not running, was set to automatic but no started message was there. I clicked on start and i noticed straight away within the event logs that all the daily tracking logs where then deleted. As i say users, all 35 of them have been working without issue internally.

Not sure what could have happened..

Is Exchange std edition and what is the size of the Database (.edb and .stm) also could you tell me which services were not started and what are the set of event id's?

Yeah...as i said on closer inspection of the Exchange services i noticed the Microsoft System Attendant service did not have the status of Started showing (was set to Automatic). I clicked on start and it started without an issue. All AD information was then replicated to the new accounts including email information. I also noticed that i suddenly had 7 or 8 tracking log deletion events which is normal, though it should be only 1 per day.
After monitoring over the last week i see no more weird events. I admit this is a strange one, maybe the SA had crashed somehow.......as you say the info store should have come down also...
