you need to test your internet carrier to see if they are blocking the ports.

next when you say you have 8 ip 5 user range are you taking about ip from you isp?

they are not blocking the ports i just do not know how to set router up

check under you router setting Port Forwarding  Port Triggering there it should allow you to do what yoiu want.
