server small business 03 ftp

im setting up an FTP server on a windows 03 small business server, im having an issue where when I attempt to connect thought internet explorer i get

details
200 type set to a
227 entering into passive mode
426 connection closed

it works fine if i hit browse in IIS - ftp sites, i checked event viewer and there is nothing in it about the ftp

i have ports 21 , 1023, 1024, 1025, 1026 and 1027 open and forwarded

anyone have any ideas ?

needs 20 open for data, 21 is commands only
and in passive mode ports above 1024 must be open on the way out.
