Set the network settings to the correct values.

Then run

gpedit.msc
Goto user configuration
Administrative tools
network
network connections

There you can disable the network settings options for the user, you currently logged on.

So, you have either the possibility to distribute IP addresses via DHCP (where you can bind a MAC address to a specific IP), or you can set the settings manual on the client. As far as the user has permissions to the network properties, he can change the settings by itself. If DHCP is used, the properties are disabled.

The other possibility, if you can use group policies inside a domain, you can assign a setting as administrator and disable the network properties via group policy.

By the way, not client does really nead a pulbic IP. These IPs are necessary to make servers available to the internet. Clients can always use a NAT router to access the internet.

These settings can be applied for my network. i give the static ip to a project computer. On this computer i cannot apply domain group policy on that.
