Start Excel when a Third Party Application is Started

Is there a way to start Excel 2007 when another application (third party) is started or launched?

 We work in a Lab environment and need to record the utilization  of certain high-end pieces of equipment (who is using it) and then ultimately be able to bill the users on a per use basis.  After each use, the application is shut down by the researcher, but windows is still running, so I can't just capture who is logged in.

The surest way to record each user is to start Excel when the specific application is launched, in full screen mode, have the user fill in a couple pieces of information, click Enter or Submit, and then Excel closes or minimizes.  They are able to then proceed using the application.  This code will be used on several machines and each application is different.

Better you can try using vbscript or bat file. Whenever the user loads the batch file, you can write code to load your third party application and at the same time you can load the excel file.

How would I do that in a .bat file?  

If it was done in VBscript, where would it go, and/or how would VBscript be loaded to  monitor the application?

open notepad and save this as sample.vbs

Set wshShell = WScript.CreateObject ("WSCript.shell")
wshShell.Run """c:\Program Files\Microsoft Office\OFFICE11\EXCEL.EXE"""
wshShell.Run """c:\Program Files\Microsoft Office\OFFICE11\winword.EXE"""

on executing this, this will run excel and word. This is give you some idea on using vbscript for running multiple applications parallely

Yes, I did that and they both started.  Obviously, I'll need a switch to make Excel full screen, but the main question, since I'm somewhat of a novice with this is, if I have a program, lets say PotonMeter, how does Sample VBS get loaded, in order to start Excel.exe, when the shortcut for ProtonMeter is clicked?
