How do you access Control Panel through IE7 and above?

This may be a simple question but I cannot figure it out.  In IE 6 you could access the Control Panel by typing "Control Panel" in the address bar.  
This is not the same in IE 7, it just starts to search for the phrase using the default search engine.

Is it because IE 7 does not integrate the Windows Shell as IE 6 did?  Any other ways around this?

if you are running xp, then it may not work

It does not work with XP but works with Vista. It is a system shell constraint.

That was some of the shortcuts. This problem does not exist for Vista with IE7. I'm looking for a workaround.

so you're saying that IE7 does not run with admin priveledges as IE6 did?

Essentially, I want to be able to run Control Panel as an admin via IE from a user machine with limited access.
I did read a previous thread that holding down Shift + (right click) on an application, it gives you the Run As option which is a workaround for me.
