Dear,
Is there any way to send  Alert to Owners of folders, when their folders are being accessed on Intranet by other users. Does Microsoft windows 2003 Storage Server,Exchange 2007 facilitates anything  like this.

No, Microsoft natively does not support such alerting . You can set auditing on folder access though, but can not set triggers to send email or messenger message when accessing folders.
