I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

You can use the "Files and transfer settings" wizard in XP.

I believe if you copy the cookies folder and favorites folder from the user's profile under document and settings along with along with exporting the following registry key (HKEY_CURRENT_USER\SOFTWARE\Microsoft\Internet Explorer) you would essentially copy over the IE settings for that particular user.
