Disable ability to delete deleted items in Outlook 2003...

I have a Windows 2003 domain with exchange 2003. I would like to turn off the ability for a user to delete items in the deleted items folder. They may delete emails from the inbox or other folders but not from the deleted items folder. Is this possible to do? All clients are on XP Pro SP3 with Office 2003 Pro.

use pfdavadmin and open the users mailbox
on the deleted items folder change the permissions of SELF to read and write and remove delete items

Sorry i didn't reply sooner...
I have pfdavadmin running...
I am on the screen for permissions on the users deleted items folder...
from that point what do i need to do, your instructions were somewhat unclear...
i have attached a screen shot...
