Move folder or contents of folder in Outlook 2007 in another folder, but not as it's subfolder

I have a folder called SPAM which is on the same level as Inbox, Sent, and Junk Email folders.  I want the contents of the SPAM folder to be forwarded to the Junk Email folder.  All the content that comes into the SPAM folder is different so I tried creating a rule but I don't see an option available to move all content of 1 folder to another folder.

I'm sorry, I thought this was a given but I want this to be automatic.  When an email comes in and is supposed to go to the SPAM folder instead I want it to automatically be forwarded to the Junk Email folder.

I don't think Rules will work for other than Inbox folder.
Is SPAM folder generated by any AV or any other application ? If so, probably you may need to look at that application side if possible.
