When publishing application in Group Policy the 'published app' button grayed out.

As I said in title...when publishing an application through AD I notice that I cannot select that b/c it is grayed out.  W2003

I suspect another group policy is doing this?  Thoughts?  What can I do?

Are you Publishing to Users?  or trying to publish to Computers?

Computers must be Assigned.
