Does anyone have the updatefb.exe utility for microsoft?

We are increasingly having issues with free/busy searches in outlook.   We are running outlook 2003 and exchange 2003 enterprise sp2.   I found the article on MS website (http://support.microsoft.com/kb/294282) that references 2 utilities but called and they want to charge me $250.  Does anyone have this utility they can send me.
