SQL Server Database Mail

I had Database Mail working in a test environment and then got reassigned to other tasks for 6 months. I cannot get it to work now. I have tried a number of things with no success.

The suspicious items I see are:
sysmail_help_queue_sp shows for queue_type status = "INACTIVE"

Also, I am showing the following error message:

The mail could not be sent to the recipients because of the mail server failure. (Sending Mail using Account 1 (2009-05-13T10:19:49). Exception Message: Could not connect to mail server. (No connection could be made because the target machine actively refused it 192.168.100.1:25). )

Any help?

I finally found the problem. My virus scan software on the SQL Server was blocking the messages. I disabled the Virus Scan software and it is now working.
