Also, it sounds like you may be moving toward the capabilities of a ticketing system, rather than just an email methodology, as you have MS Access as a tag. I know there are many systems that are able to take inbound emails and convert them to tickets. From there, you can use workflow rules and assign those tickets based on your specific need.
