Outlook Web Access has stopped working

Installed IIS Ftp services. Had a power failure. System became unstable, took forever to load up. Still get Master Browser error from non domain controller acct server. Mail.bisoubisou.com/exchange give error that server is taking too long.
following errors in app logs:
IP-based AUTD failed to initialize because the processing of notifications could not be setup.  Error code [0x80004005].  Verify that no other applications are currently bound to UDP port [2883], or try specifying a different port number.

IP-based AUTD failed to initialize.  Error code: [0x80004005].
event id 3024

Was working fine last week. Installed ftp service via windows server 03 disc. then problems started happening. When I logged into IIS saw the certificate was not assigned reassigned old certificate. Hasve since removed ftp service from domain controller.

Also get this error, not sure if it involved:
The master browser has received a server announcement from the computer STANDARD that believes that it is the master browser for the domain on transport NetBT_Tcpip_{B9499823-0D0E-4843-. The master browser is stopping or an election is being forced.

Lastly just realized that the hosting service changed the name servers. Will this cause and issue?

the Master Browser election announcement isn't related to this at all, though if the machine trying to force the election is a workstation you would be best to set the HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Browser\Parameters\IsBrowseMaster registry subkey to False

the name server change by your hosting service might have an effect if they wrong ip addressing information was migrated across

one question is - does OWA work from the exchange box itself? from a machine on the same subnet? from another machine behind the firewall?

If it is working internally - then you need to look at how your external clients connect into your OWA
