1. Clean 64 bit Windows 2008 SP1 Install.
2. The only role having a problem is the "Mailbox Role"
3. All other roles and management tools installed just fine.
4. This is the first exchange site in the org.
5. I'm installing on an AD controller.
6. I'm installing over an console RDP session.

Try removing and reinstalling IIS
Once this is done then remove and reinstall CAS
Now try installing the Mailbox role

Tried every compatability mode, reinstalling iis, uninstalling and reinstalling, nothing worked. Found some post referencing IIS Admin Service, after installation failed again, without restarting restarted IIS Admin service and reran installation in Vista SP1, run as administrator and finally Mailbox Role installed successfully.
