Unable to connect Project Server 2003 to Ser

I am having trouble connecting project server to Microsoft Sharepoint v 2.0. The error message is as following.
Error! 
The account information for the Microsoft Office Project Server WSS Admin COM+ application is incorrect. 
To set the account information, run the PSCOMPlus tool installed with Project Server, and set the Windows account that the component should run as.

Hey John,

A couple of things to check first:

1. Make sure that the WSS Service account is either an Active Directory
user account on the domain or a local computer user account on the
server.

2. Make that the account has the following account settings:
    User must change password at next logon (clear checkbox)
    User cannot change password (checked on)
    Password never expires (checked on)

3. You may need to reset the password on this account if it was
previously created

4. You will need to add the WSS Service account in the local
Administrator group on the server.

5. When running the PSComPlus utility make clear the checkbox for
"Process this identity update" for OLAP and then click Delete All COM+
Apps.

6. When finished, run the PSComPlus utility again clear the checkbox for
"Process this identity update" for OLAP and in the WSS Administration
Identity section, in the Username box, type the following:

Domain account: \
OR
Local account: \

Then type the password (that was reseted anc click Create/Update COM+
Apps.

To install Windows SharePoint Services
  1. Go to the Windows SharePoint Services Technology Center on the Microsoft Web site.
  2. Download the Windows SharePoint Services installation files to your computer and start the Windows SharePoint Services Setup program. When selecting the Windows SharePoint Services file to download, select the language pack that matches the Project Server 2003 default installation language.

     Note:   If you selected to Open the file on the File Download page, the Windows SharePoint Services Setup program will start automatically after the file is downloaded. If you selected to Save the file on the File Download page, after the download completes, click the file to start the Windows SharePoint Services Setup program.
  3. In the End-User License Agreement (EULA) dialog box, review the terms, select the I accept the terms in the License Agreement check box, and then click Next.
  4. In the Type of Installation dialog box, select the Server Farm option, and then click Next.
  5. In the Summary dialog box, verify that only Windows SharePoint Services will be installed, and then click Install.
Setup runs and installs Windows SharePoint Services. When Setup completes, a browser opens and the Configure Admin Virtual Server page is displayed.
