migrate users from 2003 to 2008 not active directory on either server

We need to migrate all web site and ftp users (preferably including passowrds from our existing windows 2003 web server to our new windows 2008 server.

Can this be done and if so how?

There is a migration tool that comes with or is available in IIS 7.

This tool does migrate sites and settings but not users.

It is the users that we wanted to migrate.

You are using local accounts on the server?

Here is a partial solution ... http://www.experts-exchange.com/OS/Microsoft_Operating_Systems/Windows/2000/Q_21412208.html

This will transfer accounts to the new machine but the passwords are not carried over.
Looking for that now.

Here is a tool that will migrate the account info ... the price isn't bad for a small server migration that you are looking at ... under $200 ... http://www.winzero.ca/MSVR-Migrator.htm
