My client has a t170 sonic wall with 10 licenses.  Is there a way to reduce the time out so that a license is freed up sooner?

Nope.

You can reboot it.

If you have Enhanced OS, you can clear the ARP cache.

Or you can set rules up to stop the machiens you don't want using up licence counts from accessing the internet. That stops them getting "counted". Usually used for printers and stuff.
