Youtube Fullscreen Choppy?

Ok yesterday i put a new video card in my pc, Its a Ati Radeon 4650. Since then i noticed when i go fullscreen with youtube on my pc and on my tv(card has hdmi) Its all choppy and its unwatchable. Ill attach a picture of what it looks like. Ive installed the newest drivers, tried both firefox and ie with no difference, uninstalled and reinstalled adobe flash. i think i tried it all. Any tips?

Try installing some new video codecs. The best set i know of is here: http://www.cccp-project.net/

I have k-lite codec pack installed. any good?
I suggest uninstalling k-lite and installing cccp.

I've had compatibility issues with k-lite, thats why i use cccp now. Also, older versions of such codec packs can cause wierd issues like the one you are having. Its important to have the newest version of what ever codec pack you are using. I try to update it every few months.
i just uninstalled klite codec pack then restarted and installed cccp but im still getting the problem. guess its not klite.
Did you go to ATI's website and download the newest driver for your video card? What happens when you view a video or movie through Windows Media Player, same results? What about when you view a video or movie through Windows Media Player full screen? Same results?
I downloaded the newest driver from ATI. Everything works great in all media players. I watch 1080p MKV's all the time without any problems. Just youtube fullscreen causes this issue. Its really annoying me now cause im a computer repair tech and even i cant figure it out.
Okay i just realized that youtube hidef videos fullscreen are fine but none hidef videos fullscreen are like the picture above. Hope this helps. Sorry took me so long to figure that one out but i just noticed it.
Try this.
Go to  http://www.adobe.com/shockwave/welcome/
If you are in luck, it will ask you to install shockwave flash.

If that doesn't work, another solution may simply be to uninstall the shockwave flash 10 program from the computer using Programs and Features in the control panel. Then simply reinstall it from adobe's website using IE 7 by going to the link above.


If that doesn't work either, try to see if the active x control has been disabled in IE 7. Open your internet properties from IE 7 (push alt, then go to tools, then internet options). Go to the  Programs tab and select Manage-Addons.  Find the "Shockwave Flash Object" in the list and make sure it is enabled.

Note that for some reason accessing internet properties from the control panel prevents most IE addons from showing up in the list.
Sorry, i took that from a previous post of mine. You can try uninstalling shockwave/flash and then reinstalling from the link above. (the other post was for you tube not appearing at all. I meant to clean this up but it got posted instead on accident)
still doing it. The thing that sucks is i just spent an entire day reinstalling xp for the heck of it then this happens.
As all the other guys say, you got a major codec issue with some settings. you will need to check you video card again and check what codec pack was installed before. But check your video card again. Sometimes fullscreen issues can be caused by underlying Video Card issues. Try to service your PC and all slots and see if that works.
Try installing all hi-def codecs, another possibly is that there could be a issue with your video card, it's possible but not likely. Do you have another video card to test, or it could be the slot that you have your video card in, try installing it in another slot.
its a pci-e video card, ati radeon hd 4650. I only have one pci-e slot. If it comes down to it ill install other vid card and see what happens.
If you can install another video card, I would to see if it's a video card or driver issue.
SO i just started googling again for the hell of it to see what i can find again and i came across the work screen tearing. not even 5 minutes into searching this screen tearing i found someone on a forum say uncheck hardware acceleration on the right click flash menu and guess what. It works. Everything is back to normal but i cant tell 100 percent but i think the video quality is a little worse without that checked.
It may just be your drivers. download this one that just came out today. Make sure to uninstall all versions of old drivers using add/remove programs (ATI, NVIDIA or Intel depending on what your old card was). Reboot and then install the link below.

You can also try this driver cleanup program before installing the above driver to ensure that any old drivers are cleaned out.

The last thing I can think of is the possibility of a BIOS setting conflict. Try disabling shadowing and/or reset configuration data, or simply set everything to the defaults. Also make sure the bios has PnP  enabled.
If your old card was integrated (on the motherboard), try disabling it in the bios. There may be some resource conflicts, or cross-fire issues etc.

I haven't used the integrated video in a long time so that aint the problem.
I searched guru3d specifically for your card #. Not all drivers fully support all cards. This driver says it officially supports your card o its worth a shot to cleanup the drivers and install the WHQL (Windows Hardware Quality Labs) drivers [ie the practically guarenteed to be bug free version].

Guru3d is a good source. I've been using them for a couple years. The link to the catalyst 9.5 drivers are official (the site says their being served, they just haven't been linked via html yet). The drivers you linked are version 9.4.  The linked page says the drivers should appear monday on the official site. I wouldn't doubt it. They likely got it of an ftp server.

From what I know, the amd WDM integrated drivers are meant for motherboards that have amd chipsets and radeon integrated cards. I would suggest downloading the drivers from the following link if you are uncomfortable downloading from guru 3d. Make sure you uninstall your old drivers before reinstalling any new ones.

Nevermind i just followed the link i posted. They go to the place you posted earlier (i haven't used the official amd site in a while). I won't beat this horse any longer. I'm stumped.
so should i stick with my current drivers and such from the ati site? So far it looks like a bug to me that the card has.
To see if there's a bug in the video card, try switching it out with another video card to see if that fixes the problem.
I finally found time on this beautiful day to switch back to my other video card and guess what, no more problem. I dont know if i should just return the card or what.  Suggestions?
If the card's still under warranty I would return it for a full refund.
i bought it last friday lol. i wish ati had a support number so i can phone them and ask about the problem just incase there is a fix for it.
What you can maybe do is try to get a replacement for another video card or maybe call ati directly.
UPDATE - Ok so i removed every drives and used driver cleaner today then installed only the display driver and booted in safe mode and the full screen works fine, when i boot into normal boot then try full screen firefox just crashes. Interesting.....very interesting.  Remember Catalyst Control is now Not installed.
Is it possible to reformat that machine with any major consequence? If so go ahead, by this my you can isolate whether the previous problem was Hardware or software. cause by this method you can save time too.

PS : Make sure you install all the latest software, don't try to use the old stuff from your external hard disk. Get the new stuff from online. Let me know what happens.
I tried the video card in a computer at work and it gives me the same error on ie and firefox. flash10b.ocx.

Since it does that to 2 computers im sure its a bug in the card. what would the odds be. My OS is winxp pro and the one at work is winxp home.
I suggest replacing the video card.
What version of the driver did you sure? Try using an older version of the Driver for the Video Card.
