Its essential a group to which email can be sent, the members of which are "calculated on the fly" as and when an email is sent.

If for example you enter your users details in Active directpry and you complete the "Department" field in the user information, then you can create a query based distribution group based on that deopartment field. If you have query based distribution group that used this to find members of the "sales" department, the membership of the group is determined by running a query against AD and extracting all those people who currently have "sales" as their department.
