Toad can not connect to oracle

OS: windows vista x64 Intel
Oracle 10204_vista_w2k8_x64 installed successfully.
Toad for Oracle freeware installed successfully.
Open Toad. When trying to coonect to oracle, I got error:
  Cannot load OCI DLL: C:\oracle\product\10.2.0\db_1\BIN\oci.dll
Anybody can help? Really appreciate!

Similar problem happens when trying to connect PL/SQL Developer to oracle.

I read all the suggestions. None works.
I think Toad and PL/SQL developer do not run well in Windows Vista x64
operating system.
