Which SQL System Databases to backup

Hello,

I received the assessment below from our DBA regarding the need to backup certain system databases. We want to backup our company databases very often using VSS but it was suggested that we may not need to do this for these other databases. Can anyone comment on the accuracy of these statements and bring up any other concerns? Thanks!

Master  this only changes after configuration changes (new users, new dbs, etc). Otherwise, it doesnt change. Backing this up weekly + after any config change should be sufficient since we rarely make these changes.
Model  this is the db that is used as the basis for any new dbs as well as the tempdb. As we dont alter this at all it only needs to be backed up once after initial installation. After that, no backup needed.
MSDB  this is basically the db for the SQL Agent. It houses all information on jobs, history, events, etc. As we have jobs running every minute this amounts to a fair bit of history and thus should be backed up as often as the main databases for the company.
TempDB  doesnt ever need to be backed up as it's rebuilt during a reboot.
