How do I setup notification escalation in OpsView?

There are two notification methods in OpsView: AQL and SMS4NMS, this page describes the ways you can create either one of those: http://docs.opsview.org/doku.php?id=opsview2.14:notificationmethods#writing_your_own_notification_script

I am aware of these resources. Non of them address notification escalation.  AQL - is a type of SMS service  - www.aql.com and SMS4NMS is SMS using a purchased local SMS gateway. None of these solutions address the issue of escalating notifications to different people based on state. One possibility is event handlers. However, i am not able to find any documentation describing how to use event handlers to escalate notifications.
