Dell Inspiron 6400/E1505 Blinking Lights not booting up

I replaced the motherboard after a power surge completely stopped the laptop from turning on. Now with the replacement mobo the system turns on but the screen does not come on. The only thing I can see happening is at the top of the keyboard next to the mediadirect button. The 9 light is on solid, the A light and down arrow lights are both blinking for about 30 seconds before the laptop turns off again. I can't find anything on dells site that tells me what this means.

Figured it was the ram, I had 1 bad stick
