Hi

Can I make platform independent web controls in .net i.e. I can use that control in java as well

No, You can't make plateform independent controls.
The reason is that every development done in .net is targeted to particular .Net framework (1.1, 2.0, 3.0 or 3.5)
As .Net framework is not platform independent so is controls made are also not platform independent.
