Cisco ACS Remote Logging Setup - Remote log services is empty

I am trying to set up Remote logging on our Cisco Secure ACS.

When I create a new Remote agent under Network Configuration>Remote Agent

I am then unable to use the Remote agent under System Configuration>Logging>Remote Logging Servers Configuration>Log to all selected remote log services

The list is empty even though we have 2 Remote agents setup

I have tried deletedng the agents and recreating them, rebooting the device etc

This was because the ACS Version 4.1 can not communicate with Windows Server 2008!
