Enabling Digest Authentication for Windows Domain Servers

We have an external service that requires us to enable digest authentication to work with SASL; however, I cannot really seem to find any information in regards to enabling this authentication.  All documents seem to contain the following:

"Enabling Digest authentication for Windows domain servers. For more information about enabling Digest authentication for Windows domain servers, see Help and Support Center for Windows Server 2003."

However, multiple search attempts on multiple servers' help fail to reveal this information.  Am I missing something or does someone have any additional details?

I have seen this link... perhaps I am asking the wrong question, we need to enable 'Simple Authentication' in Active Directory.  How is this done?
I simple LDAP queries to Active Directory are enabled by default?
All of these authentication mechanisms seemed to be enabled by default.  I verified using various connect and bind functions within the ldp tool provided by Microsoft Windows Support Tools.
