Palm Treo 700 wx pdf problem

We are running exchange 2007 environment. We upgraded from 2003 back in 2\2009. Since then, we have users that cannot open a pdf document on their Palm Treo 700 wx phones. The error reads-The document is faulty and could not be converted. Master resets didn't work along with reinstalling Picsel PDF Viewer.
